Autobrake always on is stupid. You dont want your car to emergency brake when you're attentive. You might need to swerve instead of brake and if u plan on braking use then BRAKE! Autobrake is necessary for adaptive cruise control or autopilot which Tesla offers for free.

I’m pretty sure Ed wasn’t talking about Adaptive Cruise Control and Lane Keeping automation which on cars I’ve seen never offers option of “keep at or below speed limit”. It’s precisely if that was offered (or mandated?) that there might be worthwhile safety benefits.
