I agree @MerrynSW. In fact I think it makes a lots of sense to scrap AA in DB (where you can't control growth & avoid tax) and scrap LTA in DC (where you shouldn't be punished for investment growth). Let LTA in DB, and AA in DC, control the limit of tax relief available.

I don't think it is the stamp duty that stops many from buying, it's large mortgage deposits and their affordability. Stamp duty is an added cost that will be a bigger consideration for those not moving for the long term. Stamp duty should be a flat rate like any other purchase.
