In line with the government's allocations under the Budget 2022, the Ministry of Transport Malaysia has announced that electric vehicles (EV) will be exempted from road tax starting 1-January 2022 to 31-December 2025. The application for the exemption will begin on 15 February 2022.
This road tax exemption is only given to full EV vehicles, either powered by battery (BEV) or by fuel cells (FCEV), and is not applicable to hybrid vehicles which are equipped with either petrol or diesel-powered internal combustion engines.

Owners of EV who have already obtained a road tax (new or renewed), after 1-January 2022, may surrender the road tax and be entitled to be paid such a rebate to an amount as may be prescribed.
Subsequently, the vehicle owner or representative can proceed to apply for the road tax exemption, as noted above.
The announcement also mentioned that vehicles owned by persons with disabilities (OKU) will also be eligible for the road tax exemption.
It also states that the exemption is only applicable to vehicles that have been specially modified for the use of OKU. For vehicles that are not specially modified, the exemption is only given for Completely Knocked Down (CKD) vehicles and national cars.
Eligible motor vehicles must be registered and licensed under the particular OKU and the OKU must be registered with and in possession of a valid OKU card issued by the Social Welfare Department (JKM).
The exemption is also extended to motor vehicles registered and owned by OKU parents/guardians or OKU spouses, with the condition that the OKU is also registered with JKM. The application for this exemption will begin on 15 March 2022.
Members of the public can contact the JPJ customer service for further details and information on the implementation of this incentive.
