The government imposes a 10 percent sales and service tax (SST) on both locally assembled (CKD) and fully-imported (CBU) passenger cars. Currently, the government has granted an SST exemption for CKD passenger cars and a 50 percent discount on SST for CBU passenger cars.

However, very few CKD cars pay the full excise duty rate as the government's Industrial Linkage Program (ILP) offers rebates based on the value of local content used. This is why there is very little difference between the Langkawi and Peninsular Malaysia prices for Perodua and Proton models.

There is also an import duty that can reach up to 30 percent for CBU cars. The percentage depends on where the vehicle is manufactured. Note that cars imported from ASEAN countries are exempted from the import duty thanks to Free Trade Agreements.

Cars from Japan are also exempted from the 30 percent import duty under the Japan-Malaysia Free Trade Agreement (FTA). But to qualify, manufacturers will need to provide an exhaustive list of origin for every single part used in assembling the car. Due to the requirement, very few Japanese manufacturers have the patience to do this for a small market like Malaysia, so the status quo remains.
This is how cars from Proton and Perodua pay close to no taxes while Hondas and Toyotas, though CKD, are still imposed a higher excise tax.
