We own both an older 2017 Tiguan and a 2019 Tiguan in the new design. I can say that that I really like a lot about the new design, but it is a very different experience. The older generation is “classic” VW in every aspect. The interior is impeccable, with top-quality materials throughout and attention to detail. Steering is heavy like a good German car, but not quite a nimble as the smaller VWs (like the Golf or older VWs). Every aspect of the build feels rock solid. The 2.0 Turbo is the same engine used in the GTI. You’ll get good acceleration, but not that jackrabbit quickness the GTI or older GLIs have. It’s also relatively small… think slightly larger than the Gold, but still a cabin made for 4 adults. The new Tiguan represents the way VW is going across the lineup. We Americans seems to like bigger cars, and you get that in the new Tiguan. It will seat 5 adults comfortably in the cabin, and has a much broader and deeper trunk space. The design language on the interior is more angular and, while finished with excellent details, uses slightly cheaper materials. The plastics are a bit cheaper once you get below waist level, for example. The interior space is much better designed for storage. There are tons of pockets and spaces for little doodads. The rear trunk area, for example, has deep wells on either side that are great for stashing milk jugs so they don’t roll around the back. The rear cover can be removed and has a special slot you can stash it in if you don’t use it. There’s a lot of good design thinking there. The steering and handling is great, but much lighter than the older model. It feels good, but it doesn’t have that German heavy feel that you find in the older model. Handling in maneuvers and tight corners is excellent. The engine feels very good, too. It’s not the 2.0 turbo, but it is a turbo model that runs on regular gas. Gas mileage is much improved. While it doesn’t have the punch that the older model had, it doesn’t struggle to get up to highway speeds. Lots of good tech to be had as well. The media unit is one of the best I’ve played with in terms of responsiveness for things like maps, apple car play, etc. We also have the one with the digital dashboard, which is pretty good for a non-luxury car. Most of the features are just cute toys, but the integrated navigation helps keep your eyes on the road. Overall, I really like it. I agree with many reviews I have seen that it beats out the competition like Honda and Toyota for a complete package in a small SUV. It’s just different from you usually expect from German cars. My wife and I have had ours for around two years now and love it! We came from a golf and love the extra ride height. The turbo engine is the same as in the GTI and gets great (23-28) MPGs. I also think it rides like a car more than some of the other small SUVs I've driven. There's tons of trunk space and with the seats folded down, can fit a 8 foot roll of paper in! We've always been a Volkswagen family, but our Tig has been our favorite of the four we have owned. We got lucky and purchased a "used" first owner since it had been lots in the shuffle on the dealers lot and was a year old with 18 miles. We got it for $2000 under list price. The wild cherry color has grown on us!
I drive a “Spanish Volkswagen,” a Seat Ateca. It’s actually a VW Tiguan in Spanish clothing. Before that I had a VW GTI and before that a Passat. Why? Really it’s because I like VWs. They handle well, look pretty good, are economical have a nice interior. They also fit my budget.

It really depends on what specific vehicle type you are looking for. All three manufacturers are good choices. Toyota is know for reliability but I find their choices a bit on the boring side. I’ve owned a few Hondas (Accord and Civics) with no long term issues and VW’s (Passat and Jetta) also with no major problems. My brother-in-law swears by VW and has owned five of them (Beetle, Rabbit. Passat, Golf GTI and Jetta) with no major issues. VW just upped their game with redesigns of the Jetta and Tiguan and new models Atlas and Arteon. Plus they now have the best bumper-to-bumper warranty at 6 years/72K miles.
From it’s inception, VW made accessible, “people’s cars”. Models like the Beetle, various buses, Fast/Notch/Squarebacks, etc. VW started moving upmarket with the Passat B5 (‘96-’05), Golf/GTI MK4 (‘97-’03), and Jetta (MK4, ‘99-’06) in the late ’90s and early ‘00s. At this point, they were marketed as a step up from Japanese vehicles in the same categories, with better interior materials and driving dynamics. Every girl I knew in college wanted a Jetta or a Golf Cabriolet. Unfortunately, they also carried the German reputation for higher maintenance costs and reliability issues. In general people were willing to put up with the issues. The move upmarket culminated in the VW Phaeton, a car that shared its platform with the Audi A8 and the Bentley Continental, and had either a V8 or W12 engine. The car was en engineering feat but a sales failure (at least in the US). It was difficult to sell an $80,000 luxury car with a VW badge, sitting in the showroom next to a $15,000 Jetta. Then, VW decided to increase market share in the US by making more “American” cars. Bigger, blander, cheaper (both in cost and materials quality). They lost a lot of their “German-ness” to chase volume. We got things like this: Problem is, most people shopping for “appliance” type vehicles put reliability near the top of their priorities, and VW didn’t improve in that area. Why buy an unreliable appliance, when you can buy a reliable one for the same price? Sales in the US have tanked over the last several years. VW does make some up scale models. I had a 2009 VW CC Luxury/Tech that was really nice. Pretty quick with the 2.0T, good tech features, decent mileage and handling. The two-tone black/cornsilk interior was stunning. The Tiguan is solidly Germanic, especially if you optioned one out with the diesel. The Golf R is an AWD, 300-hp GTI on steroids. To answer your question, I would say no, VW is not a luxury brand. In the early 2000s I would put them in the near-luxury category, much like Acura.
