Flat rate? Uh my experience of the tube in London. Manchester Metrolink, Sheffield tram thing. Hong Kong MTR, Shenzhen MTR, Seoul trains, Japanese train system and Beijing. Only Beijing charges a flat rate everywhere else charges you on distance you travel. Shenzhen was a bit funny as the prices were all universally low but still different for different destinations.

EDIT: I have added some additional comments and clarifications, preceded by the notation EDIT. I have lived in Hong Kong for the last 4 years, in a local neighbourhood (Yau Ma Tei), not an expat area. Before that I was a frequent business visitor since 2003. Here’s my list, in the order that these occurred to me: Taxis, limousines, busses, and lorries are often seen parked with the engine ticking over so that the driver can run the air-conditioning or heat. The driver may be asleep with the doors locked. (There’s actually a law forbidding this but it is ,never, enforced.) In residences, central air-conditioning is unheard of. Generally, each room has its own unit mounted in the window, or a split-type where the compressor is outside and the blower/chiller is inside. In Kowloon at least, many owners of window air-conditioners allow them to drain down to the pavement below, causing hapless pedestrians to have an unplanned shower. EDIT: This also is forbidden by law, but there’s no enforcement. Some people dispose of their household rubbish in the public bins on the street. If the bin is full, they just leave theirs next to it. Pedestrians simply do not look where they’re going, nor do they worry much about cutting someone off or stepping in front of them. The most frequent example of this is people leaving a building. They go out the door and turn left or right without checking the other way to see if someone is coming. Mobile phone addiction is endemic. Folks out on a dinner date will be nose-down into the phone for 15–20 minutes without saying a word to each other. And don’t get me started about pedestrians texting, watching videos, playing games, scanning Facebook and Instagram, heads down while walking, including crossing the street or pushing their baby in the pram! Lift passengers move with lightning speed to hit the “door close” button, usually without checking if there’s somebody outside who wants the same lift. Nobody holds doors for folks behind. Strangers don’t make eye contact. At all. In my home country, when boarding a lift, it’s customary to at least acknowledge others, say “good morning,” etc. Not here. The quality of building construction is, well, terrible. Apartment blocks are built up by stacking precast concrete assemblies, because it’s fast. The result is that NOTHING is insulated (my flat is the same temperature as outside within 15 minutes of switching off the A/C or heat) and you need a hammer drill to hang a picture. EDIT: Another consequence of this is greatly increased electricity consumption, especially in summer. Speaking of heat, very few places are heated, and when its 5C outside with the wind blowing 30kph, you know it. I bought a 2500-watt heater and it barely keeps up thanks to the lack of insulation. Pedestrians have no rights compared to vehicles, and the vehicle drivers let you know. If you’re crossing a street because you can’t see a driver coming, they will nonetheless express their displeasure by honking at you. Franchised bus fares are a function of the distance from the stop that you board to the end of the line. If you want to alight sooner, you may, but you pay to the end. There are at least three franchised bus companies. The bus system is extensive and works well. Octopus stored-value cards are accepted for all non-taxi transport and in convenience stores and other outlets. It’s what I use to get into my building. Hong Kong led the world with the stored-value card, but, for example, such cards are not accepted in taxis. (Most taxis take only cash; you can guess why.) People talk LOUDLY. Recycling is a joke. There are bins on the street, but I’d estimate the participation rate is in the single digits. Glass is almost impossible to recycle. Legal protections for employees are practically non-existent. Depending on one’s contract, you may be required to work as much unpaid overtime as the employer wants. There’s no law about overtime work or pay. You are required to have one “rest day” per week and all statutory holidays off. The treatment of and working conditions for foreign domestic helpers are heart-stopping in many cases. It’s too much to write here. The legislature consists of two blocs: legislators elected by the population (geographical constituency) and legislators elected by special interests (large-scale property owners, financial services, other business). The latter outnumber the former rendering the public’s voice largely moot. EDIT: Items from this point onward are added to the original answer. Income (“salaries”) tax may be the lowest in the world. You will never pay more than 15% of your income in salaries tax, no matter how much you earn. Low earners pay next to nothing. The government is sitting on a mountain of cash, even with the low tax rate. There’s a lot of public unhappiness about this; while some services are OK, many are not and folks wonder why some of that cash isn’t put into improvements. The wealth gap (difference between poor and wealthy) is enormous. The poor, especially the elderly, are ,really, poor with little or no social safety net. Google “McSleepers” and “Cardboard grandma” for some examples. Hong Kong is considered the least affordable city in the world for housing. The numbers are eye-popping. I have a strictly average (or less, by Western standards) 380 sqft flat that would cost me at least HK$8 million to buy. One consequence of this is so-called “rooftop slums” and subdivided apartments. The former are illegal structures built on the roofs of buildings, often using corrugated metal and without circulation or air-conditioning, and rented at exorbitant rates. The latter are regular flats that have been carved up into smaller individual places, often illegally and without regard to things like fire safety, and that earn their owner far more $ per square metre than the whole apartment would fetch as a single unit. There are also cases of storage warehouses being turned into illegal flats. Google “Hong Kong cage homes” for even more examples of really horrible housing conditions. Hong Kong has an enormous amount of subsidised public housing. By some measures, 60–70% of the population benefit from this, which has strict limits on income and net worth for an occupant to qualify. That said, cheating is rampant. I’ve been told by a local that Hong Kong has the highest number of supercars per population of any place in the world. (This is especially remarkable because there’s pretty much nowhere that you can exercise such a vehicle, except maybe at 2am on route 8 to the airport.) Hong Kong is among the safest places in the world, and has been so for years. Earlier this year there was a case of an adult granddaughter shooting and killing her grandmother over a property dispute. The local paper reported that the last time a gun had been discharged in a crime was 2015. You can go anywhere in the city (well, except maybe for Chunking Mansion in Tsim Sha Tsui), at any hour, with no worry about your personal safety and security. This is remarkable. Prostitution is legal, as long as the person offering such services is acting on her/his own. (I haven’t partaken :) ) The rail system (MTR) is nothing short of amazing, and fares are very low compared to most places. It’s reliable and serves all of the most populated areas. And it’s also profitable: MTR recovers 186% of its costs at the farebox. This is unheard of in the west. Hong Kong International Airport, despite some criticism, is also amazing. I fly 3–4 times per month and I have never waited more than 2–3 minutes for security. I could turn up at the departure hall 35 minutes before the flight departure time and still make the flight. (Baggage reclaim, not so much … I try my best not to check bags if I’m returning to HK.) Food in wet markets and local-type restaurants is cheap compared to other places. You can also spend small fortunes at 5-star places that charge HK$70 for a bottle of still water. I’m single, so I have the occasional date. (My work keeps me insanely busy and travelling all the time, so it’s challenging to find someone willing to put up with that.) More than once I’ve been asked “How much do you earn?” not too long after introducing myself. Suffice it to say that I don’t pursue that further :) Hong Kong is part of China since 1997 and operates under a principle called “One country, two systems.” That is, it operates semi-autonomously from Beijing and has its own mini-constitution called the Basic Law. This guarantees more freedoms and other things than are available on the mainland. I also point out the following: we have our own money, we drive on the left, we speak a different language (Cantonese rather than Mandarin), we have our own government, and there’s a fully-staffed border crossing between Hong Kong and mainland China. In fact, Chinese need a visa to enter (and if you’re not from one of 19 special cities, it’s not easy to get), and HK people need a “home return permit” to enter China. Americans, Brits, and many others can turn up at Hong Kong and enter visa-free. That’s “two countries” if you ask me :) There are more but I’ll stop here. I am super grateful for the chance to live and work here, but Hong Kong still has a lot of 3rd world characteristics despite its status amongst the world’s cities. How do you calculate the interior pressure that a pipe with both ends capped can withstand before bursting, what is a safe pressure percent lower?

Well, if you're just using pipe fittings, safe pressure is whatever the parts and pipe are rated for - the lowest pressure listed, if they're rated differently. If you're designing it as a pressure vessel, then you'd follow the equations in Part UG (Design) of ASME Boiler and Pressure Vessel Code, Section VIII, Division 1. For the pipe, that means checking hoop stress and longitudinal stress. For the caps, it really depends on their shape. Presumably it would be a formed head concave to pressure, or a flat unstayed head. If they're welded, you apply a weld efficiency as specified in the code. What that does is give you the stress created by pressure - or the pressure that creates a certain stress. But how much stress is safe? BPVC Section II Part D lists allowable stress values. This already includes a safety factor of sorts. Of course, you'll need to know your material grade to find anything useful. In fact, you should know that before even considering using the pipe under pressure. The grade/certifications should be clearly printed on the side - or you should have traceability to an MTR (Material Test Record). For an actual ASME job, traceability is required in all cases. Part of what I’m getting at here is that not all pipe is meant for pressure - anything marked “DWV” (Drain Waste Vent) is specifically not intended for pressure. You shouldn’t even go so far as to pressure test non-pressure rated pipe. Pressure vessels are quite dangerous when they let go. Speaking of which, if you do a proof test, you should use water - not compressed air. Because it’s incompressible, water depressurizes much more safely in the event of rupture.

Although landing a job is not so difficult nowadays, the starting salary for fresh graduates with an associate degree or higher has been hovering around HK$12,000 for the past three years, according to a report from the Hong Kong Economic Journal, and this is mainly due to the glut of college graduates and job seekers from overseas. You might think the figure is somewhat underestimated as there are many pursuing a career in high-income sectors like financial or medical services. But government statistics in 2013 revealed that the median monthly salary for workers aged between 15 and 24 — of which 40 percent are tertiary degree holders — was at a disgraceful level of HK$8,000. A 2014 survey by human resources firm CTgoodjobs showed that the median starting salary for fresh graduates was between HK$11,000 and HK$13,750.
