Yes, despite the seemingly long waiting period, Toyota Motor is prioritizing buyers in export markets over their own fellow Japanese customers.
Of course, the allocation given to Malaysia is a very small number. Given its price, the Alphard-Vellfire twins are obviously not volume sellers. The previous AH30 generation used to sell at low double digit figures every month (selling several hundred units annually), which is also why Toyota Motor can divert a small number of cars to Malaysia.

Used car dealers and car exporters (servicing parallel importers in Southeast Asia) are offering Japanese buyers who have taken delivery of their AH40 Alphards and Vellfires to sell their cars for 2x the new car’s selling price. One unit was even listed for 4x the new car’s price.
The all-new AH40 generation Toyota Alphard now sells for in Malaysia with an estimated price of RM 538,000 for the 2.4-litre turbocharged Alphard and RM 438,000 for the 2.5-litre naturally aspirated Vellfire.
