No. It has far too much power and weight for a new rider to handle safely. It’s better to start with something 700cc or smaller and stick with that for a couple of years until you’ve had more training and gained more confidence. And stay away from 600cc sport bikes. Again, too much power. The Yamaha MT-07 or Honda CB650R are good choices.
In the middle of winter I still ride to work, even in below freezing temperature. My Honda ST1300 has an electrically adjustable screen (can be raised/lowered by use of a 2-way switch on the left handlebar). In the very cold temperatures I have much less cold air getting under my visor and chilling my nose & cheeks compared to the previous bike I had. I also hear much less wind noise with the screen up fairly high, if I lower the screen to get more air over my helmet in hot weather then it gets a LOT louder. So yeah, reducing wind noise and volume of cold air are two very useful benefits of a wind shield for me.
Obviously, Honda is the only one who knows for sure why they still include on their website. However, I can confirm that there are still dealerships in the US that are still advertising new 2012 Honda ST1300 motorcycles. This situation has happened to Honda before with models that had either overstayed their welcome in the market, or were not received well when introduced. In my opinion, these bikes represent an opportunity to get a new bike for used prices. I also spotted one advertisement for a 2015 ST1300PA for use by law enforcement. So apparently, the model isn’t completely forgotten.

I did a 9 state 2000 mile run this last weekend on a Honda ST1300 which meant sitting in the saddle for all but gas, food , bathroom and brief rest stops for 36 straight hours. Most people like to be more leisurely about their motorcycle touring. Pick a couple of motorcycle you like and you think would work for the kind of riding you want to do. Join the online forums, read through their archives - search for touring subjects - and ask questions to see if others ride that bike like you want to. Most of those people have ridden other bikes as well and can give good advice.
Which bike do you own and why? My wife owns a 2005 Suzuki VStrom 650, which I ride long distance. She kind of just ended up with the bike. She bought a new VStrom 1000 the first year they came out, but didn’t really like that, so traded it on a Triumph Tiger 955, which I really liked, but she didn’t like the extra maintenance, so she sold that and found the WeeStrom 650. As her interest in motorcycling has waned, I’ve turned it into my long distance bike. It now has 96,000 miles on it. I picked up a Kawasaki KLR650 simply because I always wanted one. It has decent enough road manners to run at 75 to 80 all day on the pavement, but will do anything but the most technical trails when you get to where you want to explore off road. It’s a bit of a pig, but it does enough of each of those for a cheap entry price, that I just couldn’t resist. It turned over 30,000 miles last month. My next bike will likely be a Honda ST1300 to replace the VStrom 650 for my over the road bike. I’m hoping to keep the KLR, but we might have to trade that off on a newer VStrom for the wife.
