MoT: Puspakom's 30-year monopoly to end by Sept, invites applicants to apply for VISP license 01

Puspakom’s 30-year monopoly on vehicle roadworthiness inspection will come to an end on September 2024, confirmed Transport Minister Anthony Loke yesterday. Loke also welcomed other companies interested in the vehicle inspection service provider (VISP) business to submitted their applications.

“By opening up this sector, we hope to attract additional investor interest to help drive the development of new technology in the industry.

“This will create healthy industry competition that will lead to more consistent and higher-quality services for the benefit of all,” said Loke.

To clarify, Puspakom will continue operating as usual, as the government had recently extended its concession for another 15 years, effective 1-September 2024. The difference is, Puspakom will no longer be the sole licensed service provider. However, with no new service providers announced, it’s still status quo for Puspakom.

Loke also explained that VISPs will have to provide their services at locations selected by the ministry.

“Each VISP will be initially allowed to operate at two locations – one at an urban area and another in a rural area.“

“With this, the ultimate goal will be to ensure every state and possibly area has at least one VISP to serve both urban and rural communities,” he said.

VISPs must have at least RM 10 million paid-up capital and RM 5 million working capital.

Successful VISP applications will be given a 24-month interim period to carry out their services. Those who meet the ministry’s requirements will be granted a VISP license that is valid for up to 10 years.
