Kes Proton Saga dihempap konkrit; pihak bertanggungjawab didenda RM180 ribu

Kisah malang tak berbau jadi semakin nyata apabila kita digemparkan tentang kes Proton Saga yang tiba-tiba dihempap konkrit di MRR2 Bandar Tasik Selatan pada 19 September lalu. Konkrit empat segi berukuran 1x1 meter itu jatuh dari struktur pembinaan Sungai Besi-Ulu Klang Elevated Expressway (SUKE) dan kini, pihak bertanggungjawab sudah menerima padahnya.

Menurut laporan Berita Harian, kontraktor utama dan subkontraktor projek Lebuhraya Bertingkat Sungai Besi-Ulu Kelang (SUKE) didenda dengan jumlah keseluruhan RM180,000 kerana gagal memastikan tahap keselamatan di tapak binaan.

Kontraktor utama SUKE, MRCB Builders Sdn. Bhd. dikenakan denda RM 80 ribu. Subkontraktornya pula, Makna Setia Sdn. Bhd. yang menjalankan projek itu, didenda RM 100 ribu.

Kedua-dua syarikat ini dikenakan tindakan dibawah Seksyen 34B(1)(c) dan Seksyen 34C(1) Akta Lembaga Pembangunan Industri Pembinaan Malaysia 1994 (Akta 520) yang menyatakan kewajipan kontraktor dalam memastikan keselamatan terjaga semasa atau selepas pembinaan.

Laporan itu juga memetik kenyataan dari Lembaga Pembangunan Industri Pembinaan Malaysia (CIDB) yang mendapati subkontraktor cuai dalam mematuhi prosedur kerja yang sepatutnya dan penyelia tapak pembinaan tersebut tidak diakreditasikan.

Terdahulu, BH juga ada melaporkan tentang kejadian besi tumbang di tapak pembinaan SUKE pada 16 Ogos 2019 yang mencederakan 3 pekerja dari China. Besi cerucuk itu tumbang semasa pemasangan di tapak SUKE di Tmn. Connaught, Cheras dan tiada orang awam yang cedera. Nama subkontraktor tidak dinyatakan.

Kontraktor dan subkontraktor patut lebih berhati-hati dan tidak sambil-lewa

Pastinya bandar-bandar seperti Kuala Lumpur membangun dengan pesat dan pembinaan struktur besar di atas jalan raya awam tidak dapat dielakkan bagi menambah-baik sistem rangkaian jalan raya kita. Pembinaan SUKE yang panjangnya 24.4 km dibina untuk menghubungkan Sri Petaling dan Ulu Klang serta mengurangkan kesesakan lalu-lintas di Cheras, Pandan Indah dan Ampang.

Tapi, sebarang kecuaian memberi risiko tinggi kerana lebuhraya seperti MRR2 menerima ribuan pengguna setiap hari dan kerap sesak. Diharapkan pembangunan struktur yang terlalu hampir dengan orang awam ini boleh dikawal-selia dengan lebih teliti.
