Why is the F1 driver Ayrton Senna regarded higher than Alain Prost even though Prost outscored Senna two years in a row on equal machinery?

A2A. Plenty of good answers already. One extra factor: the Senna - Honda - anime connection. (Yes, such a thing exists) The entire successful career of Ayrton happened while driving Honda powered cars. Honda had already won a F1 championship courtesy of another Brazilian driver, Piquet, but Nelsinho was not charismatic at all (still today he gets no respect for his three WDCs, same as Senna) plus he was not that young when he won for Honda, so he wasn’t very marketable. Senna was a marketeer’s dream for a young consumers market: young, but even better boyish looking, fearless (often to the point of recklessness), and not given to respect seniors nor authority. Now, young, reckless F1 heroes are always welcome (a certain Max Verstappen comes to mind). But right as Senna’s star was rising, anime was also growing in the East and West at warp speed, with their doe-eyed boys and sexy sailor-dressed preteens, all with magic powers. In 1988, young audiences all over the world were drooling over Akira, a boyish-looking bike-riding survivor in a blown up Tokyo; what could be better than a real-life Akira tearing up the asphalt in a Japanese-powered car? On the other hand, Prost could very well have been the villain in any anime movie. Older (not so much older as ,looking older,), cold, calculating, and winning races on sheer consistency and efficiency. A conspiracy theorist could conceive the team pairing him with Senna on purpose, to get the perfect rivalry story, besides their driving skills. (The earlier Mansell - Piquet rivalry had been a poor substitute, as neither was boyish looking, both were rather grumpy, and, save for Mansell in the UK, did not have much of a following). I side with the villain in this movie. Prost was the better driver overall. One more thing some young audiences may not know is, Prost himself was a slightly reckless driver once: combining his own lead foot with an unreliable car, he gave away the 1982 and 1983 seasons, in which his Renault was the fastest car in the grid. Then he moved to McLaren, and in 1984 he was beaten by his teammate, another cold, calculating old dude, Niki Lauda (back from retirement). He learned his lesson well, won the ’85 WDC, and better than that, in ’86 he beat the faster Williams-Honda duo (Mansell and Piquet) now playing the “old wily French guy” character.

Are we already capable of building the same technology as Kaneda's bike from Akira?

I partially agree with the other answers; a bike with the same appearances has been build. It did not however boast the technology or the performance. In 2015 Honda made a limited-edition bike based on the Honda NC700, called the NM4, that was inspired on Kaneda’s bike. While it did not look exactly like the original, and it did not have all that technology nor a turbine engine, it was a futuristic looking, reasonable practical bike and it could be used for every day commuting. It was an expensive, heavy motorcycle with limited performance and a mix of practical and less practical solutions. It did have great fuel economy though: 64 mpg! Making a proper Kaneda motorcycle is probably technically possible, but it will be a very, very heavy beast and I fear the handling would be atrociously bad. Those wide tyres do not make for an agile bike and the ground clearance will probably be far too little for any high-speed cornering. And speaking of turn cycles; turning it around in a narrow street might need a 20-point turn. Conclusion: while atmittedly the Kaneda bike looks really cool, it will never be build as a serious production motorcycle.
