    The plastic sleeve keeps the rear wiper from getting caught (it gets too slippery). As the brushes or such come off the back of the car as it moves forward, there is a greater chance of entanglement arind the rear wiper blade assembly. The plastic bag allows a low friction surface for the brushes to slide off of.
